In here, is one the few Taoist Spiritual Mantras that being used to request for the ceasing of Rain Pour or Storm.
In the Ancient Era, when an area is being disturbed by long period of Rain Pour or Strong Storm (which disturbed the on-going agricultures, farm works, etc), the people will gathered together to engage several Taoist Priests or Taoist Masters to perform the Ritual of requesting the Heaven for ceasing the Rain Pour.
Usually the Taoist Priests or Masters will recite a few Scriptures & Mantras and the following Mantra is one of them.
In the Mantra, you are able to see that, by reciting this Mantra, it is calling upon the Lord Sun or the Lord of Fire to be present and then, kindly invite the Lord of Water and Raining Deities to return back to their respective position. By whose Order? By the requested permission from San Qing and or Heavenly Realm (can be Yu Huang Da Tian Zun).
Nowadays, due to the decline in the promoting of Taoist Culture and also the facts that Sciencetists proven, alot of such Rituals/Ceremonies are not being seen or frequently-conducted and so, seldom people will have chance to come across such Mantras or the Scriuptures that dedicated to the Deities that involved in such events/actions, its really a pity (but, without conducting such Rtiuals/Ceremonies, in some way, is consider Good, cos, No-long period of Raining Season affecting the Life of Chinese).
飛天欻火。赫赫陽晶。
Fei Tian Yan Huo. He He Yang Jing
體統三界。權握四溟。
Ti Tong San Jie. Quan Wo Si Ming
水官失禁。不鎖雷城。
Shui Guan Shi Jin. Bu Suo Lei Cheng
鬼盜其車。輪脫其平。
Gui Dao Qi Ju. Lun Tuo Qi Ping
狂龍未馴。泄雨霖霪。

Hahaha, like what I told you, this happens quite frequent to me, so whenever it rains and i wanted to walk out to a certain places, I will say something (not this mantra) and sometime, the rain will somehow change :P
