【下元水官大帝】為【道教三官】之一，全銜為【陽穀洞元三品下元五炁解厄水官金靈洞陰大帝】，【道教】並訂【三官大帝】聖誕日或者下凡攷校日，【天官】為【上元節】、【地官】為【中元節】，【水官】為【下元節】（即是農曆十月十五日
）。
【元始天尊】封【天官】為【上元一品九炁天官賜福大帝】 ，【地官】為【中元二品七炁地官赦罪清虛大帝】，【水官】為【下元三品五炁水官解厄洞陰大帝】。
【下元水官大帝】主審川澤水域，記錄眾生功過，掌死魂鬼神之籍。
《正一修真旨要》云： 下元，九江水帝，十二河原溪穀大神，陽穀神主，水府靈官，同下人間校定罪福。
人間如欲消災免禍，可朝敬【解厄洞陰大帝】（即【水官大帝】）。
【古時】歷代帝皇推崇【三官】，並規定菲幹禁忌，漁獵，各斷屠三日。
【宋代】則規定【三元節】停止對死罪犯人的審訊和執行。
【三官】之起源傳說很多，古今圖書集成神異典雲：【三官】起源于金水之【土三炁】，而為【三官】：一說是【元始天尊】吸收天地靈炁所生的三位兒子，即堯、舜、禹；一說三官之父【陳子櫝】與【龍王】的三閨女婚配，各生之一子。
說法均不一，難有定論：【道教】以【下元節】為【消災日】，此日可借香燭牲醴祭【水官大帝】祈消災。
Annual Inspection of Heavenly Lord Shui Guan
for Year 2020
Lord Emperor of Water Realm, known as Shui
Guan Da Di (水官大帝)
or full Official Title as Yang Gu Dong Yuan San Pin Xia Yuan Wu Qi Jie E Shui
Guan Jin Ling Dong Yin Da Di (三品下元五炁解厄水官金靈洞陰大帝).
In some Taoist contexts, San Guan Da Di
(including Shui Guan 三官大帝),
were the manifestation of Yuan Shi Tian Zun and in other Folks contexts, San
Guan were the sons of Chen Zi Du (陳子櫝)
and the Third Dragon Princess (龍王三公主).
In our Taoist Records, on the 15th Day of
Lunar 10 Month (農曆十月十五日)
is consider as the Birthday of Shui Guan Da Di and also the day for him and his
assistants to visit the Mortal World to do inspections and releasing of
blessing.
And according to records of Chinese Deity
System, Shui Guan Da Di was being appointed to look after all movements and
issues that involved the Seas, Rivers, Streams, Rain, etc, besides that, he was
also being appointed to look into the task of eliminating un-necessary sins or
debts of the Mortals.
Due to the task that he’s
being appointed, on the 15th Day of Lunar 10 Month, Taoists will pay respect to
Shui Guan Da Di, hoping by doing so, any un-necessary sins, debts and
misfortune (解厄消災)
can be deleted from the “Spiritual
Records” (but only if a person is
sincerely, willingly and remorsefully to turn-over-a-new-leaf).

Its again the 15th Day of Lunar 10th Month (農曆十月十五日) – for Year 2020, it falls on 29 Nov (a Sunday), which is
also known as Xia Yuan (下元).
In Taoism, this is also the Day for Heavenly Lord Shui Guan (水官大帝) to conduct his Annual
Inspection for the Mortals in the Mortal Realm (考校巡天下) and in some other Taoist contexts,
also known as the Manifestation Anniversary of Heavenly Lord Shui Guan (其他文獻也記載此日為水官大帝之千秋聖誕).

15th Day of Lunar 10 Month aka Xia Yuan Day (下元), in Taoism, this Day is known as
the Merit Inspection (考校天下) of Heavenly Lord Shui Guan aka Shui Guan Da Di (水官大帝), the Heavenly Lord
in-charging of the Ceasing of Misfortune & Obstacles for ALL Beings (眾生解厄).
On this Day, Taoists will also conduct Official & Grand
Rituals/Ceremonies dedicating to Heavenly Lord Shui Guan for the requesting of
Ceasing of Misfortune & Obstacles for Oneself, Ancestors, Pass-on Love Ones
and also, ALL Beings.
Besides that, Taoists will also performed a special Ceremony of
Sending-off/Sinking-into-Sea/River/Stream of a Spiritual Petition directing to
Heavenly Lord Shui Guan for the begging of Ceasing of Misfortune &
Obstacles that Oneself or the People around oneself had faced or Encountered
(including Spirits/Souls).
In the Rituals/Ceremonies, One of the most Important Honouring Respect
that needed to be conducted will be the Chanting of Shui Guan Bao Chan (水官寶懺) or full title known as
Yuan Shi Tian Zun Shuo Xia Yuan San Pin Shui Guan Jie E Bao Chan (元始天尊說下元三品水官解厄寶懺), some context recorded
as Ling Bao Tian Zun Shuo Xia Yuan San Pin Shui Guan Jie E Bao Chan (靈寶天尊說下元三品水官解厄寶懺).
This Spiritual Petition is known as San Guan Shou Shu (三官手書) or Shui Guan Shou Shu (水官手書). In the modern Era now,
this Spiritual Petition can considered as an Unknown to a lot of Taoists &
Organisations.
Besides that Sinking-into-Sea/River/Stream of the Spiritual Petition,
the Taoists will also burn a type of Paper Offerings known as Shui Guan Ku Qian
(水官庫錢) or San Jie Ku Qian (三界庫錢) aka The Coffer Money of
the Three Realms, for the Ceasing of Misfortune & Obstacles that Oneself
had faced or Encountered.
On this Day, for Taoists who are showing the Compassionate & Care
for the Other Beings in this Realm, they will also light 49 Lamps/Candles (七七之燈) for at least 3 Days to
gain the Blessing from Lord Shui Guan. Hoping by the emitting of the Light
Energy and Fire Element, ALL Minor Misfortunes & Obstacles of the other
Beings can be Ceased or Prevented.
