These Statues were believed to be made in Ming Dynasty (明朝) where the Peak Period of the Honouring & Believing of Xuan Tian Culture.
In CE 1314, which was the Yuan Dynasty, Emperor Ren Period (天仁宗延佑元年), the Parent of Xuan Tian Shang Di was being bestowed by the Yuan Empire as

Haha, yup, of cos they looked like 太上皇 and 皇太后, cos of the position that Xuan Tian holding.

Of cos the parent will hold a "higher rank".

This is due to different era, the Devotees had created different images for them. Another reason is that, this pair of Parent is always staying Youth in the look as they are special Beings or can said - they are Deities.
