Usually this scripture will be recited immediately after Qing Jing Jing.
This scripture can be found in the Taoist Morning Homework.
Brief intro on the Scripture:
This scripture was being explained by Yuan Shi Tian Zun to all Deities in the 7-Gems Forest at Mt Yu Jing.
This scripture was to remind the mortals or any living beings in the 3 Realms that nothing is everything, everything is nothing, yes is consider as no, no is just like yes, etc.
Once a living being can "see thru" the "real meaning" of this World, nothing is there for one individual to cling or hang on to, etc...
